JAplan

The Jurisdictional Assignment Plan of the BC Construction Industry was established in 1978. A joint initiative of CLR and the BC & Yukon Territory Building & Construction Trades Council, the JAplan provides a forum for adjudication of jurisdictional disputes.

Access to the Jurisdictional Assignment Plan process is included in most of the standard collective agreements negotiated by CLR.

Where there is disagreement between two or more unions relating to a contractor’s assignment of specific work, application can be made to the JAplan for a determination as to the appropriate work assignment. Hearings are held and decisions rendered by one of the JAplan’s part-time Umpires, based on scheduling and availability.
