The Jurisdictional Assignment Plan of the BC Construction Industry was established in 1978. A joint initiative of CLR and the BC & Yukon Territory Building & Construction Trades Council, the JAplan provides a forum for adjudication of jurisdictional disputes

Access to the Jurisdictional Assignment Plan process is included in most of the standard collective agreements negotiated by CLR.

Where there is a disagreement between two or more unions relating to a contractor’s assignment of specific work, an application can be made to the JAplan for a determination as to the appropriate work assignment. Hearings are held and decisions rendered by one of the JAplan’s part-time Umpires, based on scheduling and availability.
