CLR Connector TI CORP – IN-CONSTRUCTION PROJECT UPDATES
Transportation and Investment Corporation (TI Corp)
TI Corp is responsible for the delivery, procurement, and commercial oversight of $13.1 billion in capital infrastructure, on behalf of the BC Ministry of Transportation and Infrastructure (MOTI). In partnership with CLR, TI Corp and MOTI are delivering a number of projects under a Project Labour Agreement (PLA). TI Corp and MOTI also work with BC Infrastructure Benefits (BCIB) on projects being built under the Community Benefits Agreement (CBA), including Broadway Subway, Pattullo Bridge Replacement, Kicking Horse Canyon Phase 4, and Trans-Canada Four-Laning improvements. BCIB employs skilled trades workers on projects being delivered with the CBA and works to expand and diversify the province’s labour pool. BCIB is also the employer on the Cowichan District Hospital Replacement Project in partnership with Island Health.
Broadway Subway Project (BSP)
At the east end of the project, crews are constructing the concrete deck that sits on top of 106 girders and 21 piers for the 700-metre-long elevated guideway section that transitions to the underground portion of the new line. Crews have completed about 30% of the concrete deck for the 700-metre-long elevated guideway section. All six new underground stations are under construction, including building the concrete floors and walls. Both tunnel boring machines are under Broadway, west of Cambie Street, and approaching the fourth of six underground stations. TI Corp under the CBA are delivering the Project. Learn more here.
Pattullo Bridge Replacement Project (PBR)
Construction is about 75% complete on the new 167-metre-tall bridge tower. Crews are building the upper cross beam, and installing the anchor boxes for the stay cables that will support the new bridge deck.
In New Westminster and Surrey, construction is almost complete on all main bridge foundation piers. In Surrey, crews are installing the girders that will support the new bridge deck, and construction of a new overpass at Old Yale Road and Highway 17 continues. In New Westminster, work continues on various roadworks, including the Royal Avenue Overpass rehabilitation. Girder installation work will begin later this fall. Kicking Horse Canyon Phase 4 (KHCP4) Highway 1 – Kamloops to Alberta Four-Laning
All girders and decks have now been installed for the 4 bridges and 9 viaducts included in the projects. Paving of roadway-on-grade segments is underway. Closure pours to stitch the westbound portions of the bridges and viaducts to the eastbound lanes are occurring during the multi-day highway closures this fall. Steveston Interchange Project (SIP)
The first stage of ground improvements and pile driving on the north side of the existing interchange is now complete. Foundation work, pier pile driving, and roadwork on Highway 99 off-ramps will continue for the rest of 2023. Construction of the first half of the new overpass will begin in 2024. MOTI – PROJECT UPDATES
Highway Reinstatement Program (Hwy 1 & Hwy 5)
On Highway 5, four new permanent bridges have been completed, including the southbound Juliet Bridge south of Merritt, the northbound Bottletop Bridge, the southbound Jessica Bridge and the northbound Juliet Bridge. The final two permanent bridges will be complete by the end of 2023. The Project is being delivered by MOTI under a PLA.
The contracts for permanent repairs along Highway 1 through the Fraser Canyon have been awarded. Construction work at Falls Creek and Nicomen are underway, and design is progressing at Tank Hill. The Project is being delivered by MOTI under a PLA. Learn more here.
Highway 1 – Kamloops to Alberta Four-Laning Projects

Quartz Creek Bridge
Construction is well underway, with completion expected in spring 2024. This includes 4.4 km of four laning, at-grade intersections and replacement of the Quartz Bridge. The Project is being delivered by MOTI under the CBA. Learn more here.
Salmon Arm West
Construction is substantially complete for the Salmon Arm West four-laning section between 1st and 10th avenues, this expands this segment of Highway 1 and makes it safer and more reliable for people who travel this route. The Project is being delivered by MOTI under the CBA. Learn more here.
